Planning the transition
Preparation and communication
The project plan followed a thorough review of existing processes and staff roles, and was managed via weekly meetings. Strong communication meant a complex migration was delivered with minimal service disruption. Delivery was flexed according to the needs of the service as the project progressed.
Building resilience
Continuity is key
Rather than using static hardware, operators now use individual laptops to handle calls, which has added increased resilience and flexibility to business continuity. Previously, a dedicated disaster recovery station was housed in a separate site. This is no longer needed, as the new SaaS solution means operators can use space in another council building if required, reducing cost.

Improving efficiency
Streamlining success
Service Manager has simplified the administration of the monitoring service, automating many daily operations, reducing the risk of error from manual entry and freeing operator time. This gives more capacity to deliver welfare calls, proactive calls and gather more in depth feedback from service users to measure the performance of the service more accurately.

Future opportunities
Thinking ahead
In the future, the platform gives Blackpool Council Vitaline the ability to offer other equipment such as GPS wearables and provide greater, more personalised and targeted support to service users. Increased data insight, along with increased efficiency, makes it possible to plan more preventative care in conjunction with other services, such as the Frailty Service, North West Ambulance, Hospital Discharge and local Rapid Response MDT service.

More preventative care
At Tunstall, we’re proud to support our customers with a seamless analogue-to-digital switchover experience. As one of the biggest changes the technology-enabled care sector has faced, it presents an opportunity for local authorities to think about how monitoring services are delivered.
Our recent work with Blackpool Council’s Vitaline service demonstrates our commitment to robust planning to ensure minimal disruption while creating a more resilient and efficient care model.
